AMLR regulation: what applies on 10 July 2027

The EU’s new anti-money laundering rulebook, Regulation (EU) 2024/1624, applies from 10 July 2027. If you are a compliance officer, MLRO or director of a regulated business, that date is closer than it feels. As I write this, there are about nine months left.

The Regulation (the AMLR) replaces large parts of national AML law with a single set of rules that apply directly in every Member State. Fewer local variations, fewer places to hide behind “our regulator reads it differently”. It also widens the circle of businesses that count as obliged entities and tightens what you have to do for every customer.

Start with the question that matters

Are you in scope, and from when? Most obliged entities fall under the rules from 10 July 2027. Professional football clubs and football agents get until 10 July 2029 (Article 90). Our page on who must comply walks through the list in Article 3, including the newer additions such as crowdfunding providers and investment migration operators.

What you will find here

For the first conversations inside your firm, start with first steps for compliance officers.

Our view

Most firms we speak to treat 2027 as a policy-rewrite exercise. It is not. The expensive part is data: knowing who your beneficial owners are, being able to show how you verified them, and keeping records a supervisor can read. Policies take weeks. Remediating customer files takes months. Begin with the files.

What this means for you

Unsure whether the AMLR touches your business, or where your gaps sit? A short conversation usually settles it. Send a few lines through the enquiry form and Shoulder Compliance in Malta will reply, or ask for a call with no strings attached. Get your compliance DONE before the deadline sets the pace for you.
